National Contract Monitoring Specifications for All Commissioners

Overview

In order to monitor success and effectiveness, providers are required through the NHS Standard Contract to submit relevant data to commissioners to support the commissioning process and financial billing. Currently for NHS England directly-commissioned services this data is specified in four data sets:

  • DCB2050 Aggregate Contract Monitoring 
  • DCB3003 Patient Level Contract Monitoring
  • DCB3002 Devices Patient Level Contract Monitoring
  • DCB2212 Drugs Patient Level Contract Monitoring.

NHS England has included these specifications within its information schedules for the last four financial years and while there has been a very high level of convergence, the intention is to now adopt the specifications as a standard for all commissioners. The introduction of standard file formats will enable the interchange, in a uniform and consistent format, of monthly aggregate contract monitoring.

The production and receipt of uniform contract monitoring data will allow more efficient data processing at providers and commissioning support units (CSUs), together with more consistent reporting across varied health economies.

The suggested changes in this consultation, made in conjunction with colleagues from providers, CCGs, DSCROs/CSUs, NHS England and system suppliers, should facilitate the full adoption of these specifications across all commissioners.

Why we are consulting

This consultation is being undertaken as part of the process to obtain approval from the national Data Coordination Board and subsequent publication as an information standard under section 250 of the Health and Social Care Act 2012.

We want to obtain feedback to ensure all issues which could block the use of standard file formats have been identified and overcome. In addition, some changes to the current data sets are being proposed and this consultation will provide evidence to support their successful implementation.

We value your feedback. In order for each response to most accurately reflect that of your organisation, respondents are strongly advised to complete the consultation themselves. Whilst it is appreciated that some organisations may work on behalf of others, responses must reflect that of the organisation for whom the respondent is working. Any responses sent on behalf of another will be discounted for the purposes of our analysis.

Some of the questions in the consultation may appear repetitive. This is because some of the suggested changes apply to more than one data set. Please respond to each question as it relates to the specific data set about which it is asked.
