Overseas Visitor Charging Category: proposal for an information standard

Overview

The Department of Health and Social Care (DHSC) has asked NHS Digital to ensure that the concept of “Overseas Visitor Charging Category”, with its defined set of categories, is built into the Commissioning Data Sets (CDS) and the Summary Care Record application (SCRa). This will enable Overseas Visitor Managers in Trusts to efficiently process, record and submit information related to the chargeable status of overseas visitors.

As part of this work, NHS Digital is developing the concept of Overseas Visitor Charging Category (OVCC) into an information standard. This consultation invites comments on the draft Implementation Guidance and Requirements Specification developed by NHS Digital as part of its application for the approval of this information standard. These documents set out both (a) the proposed direction of travel for implementation of the OVCC in the CDS (including the new Emergency Care Data Set - ECDS) and (b) its current use in the Summary Care Record application.

The Department of Health and Social Care (Visitor and Migrant Cost Recovery Programme) has published updated Regulations and accompanying guidance (links below) to ensure the maximum recovery of costs from overseas visitors who are not entitled to free NHS care.

Currently there is some confusion around collecting overseas visitor information due to multiple vehicles - CDS, ECDS and the Summary Care Record application. This standard aims to clarify differences and the implementation guidance will aim to aid Trusts and enable Overseas Visitor Managers to efficiently process, record and submit information related to these new charging categories.

The implementation guidance included with this consultation aims to assist designated Overseas Visitor Managers to implement the standard during this period of change and continuing after final conformance.

Why We Are Consulting

We are conscious that Trusts are confused about which is the current version, given the introduction of the OVCC in the Emergency Care Data Set and the mismatch with the last release of the Commissioning Data Sets (published 2012). This will continue until the next releases of both data sets but by publishing our direction of travel we hope that this will minimise confusion and reassure Overseas Visitor Managers. At the same time we welcome feedback on the draft documents and our direction of travel.

This consultation is being undertaken as part of the process to obtain approval from the Data Coordination Board (DCB) and subsequent publication as an information standard under section 250 of the Health and Social Care Act 2012. The documents which support this consultation have not yet been reviewed nor endorsed by the DCB.

What Happens Next

Your feedback will be used to inform the final design and build of this information standard for submission to the Data Coordination Board. If approved, the intention is that an Information Standards Notice, together with the Requirements Specification and Implementation Guidance, will be published in April 2018.
